INSTITUTIONS OF SECTORAL OR OCCUPATIONAL EXCELLENCE (ISOE’S)

DEFINITION

The Department of Labour (DoL) requires to SETA’s to identify Institutions of Excellence within its sector to assist with training in their specific sectors.  These Institutions should preferably be Public Institutions, but Public Private Partnerships will also be acceptable, since it may provide the necessary resources and expertise.  This scenario may be very relevant in the FoodBev Industry, since simulation of manufacturing lines for the purpose of training is not really feasible.

In identifying an ISOE organisation, the FoodBev SETA has identified basic criteria included in the policy for ISOE organisations.  It is also important to state that ISOE institutions should be reputable organisations within their specific fields of expertise.  They should have access to Subject Matter Experts that are renowned for their expertise in the industry. Partnerships with industry stakeholders are equally important.

MINIMUM REQUIREMENTS IN TERMS OF THE ACKNOWLEDGEMENTS OF ISOE’s

  • Demonstrate that they are or can become an industry-centred institute of training excellence
  • Demonstrate that they have a commitment to excellence innovation and practices support this; that they have a research and development section which constantly engages with other training institutions  or research or , or industry associations to access emerging technology, business practices, training or learning practices
  • Identification by the SETA on the basis of demonstrated capacity and engagement with the sector in improving quality, relevance and up-take of learners to meet sectoral skills demand
  • Recognised or acknowledged as addressing training against occupational need, preferably in those areas where scarce and or critical skills have been identified
  • Deliver programmes against various levels in the specified occupation, the focus being a one-stop shop for a career path for a specific occupation
  • Have a placement strategy;

QUALIFYING CRITERIA

The ISOE grant should incentivise the institution for implementation of the criteria below or bringing their current systems to the required standard

Proper systems need to be in place to ensure consistency

Policies and procedures
Administration and Documentation

GRANT VALUES:  R500 000,00 per ISOE Institute

GRANT PAYMENTS:  Grants are based on a Project Plan.  Payment to occur on achievement of project deliverables.
